Fix build GCC 15 failure in upstream-tests

Came across this in Ubuntu autopkgtest: https://bugs.launchpad.net/ubuntu/+source/rsync/+bug/2119658

While at it, removed the 2>/dev/null in that test, and added Restrictions: allow-stderr to make these errors easier to debug in the future.
