Add debian/copyright

@lumin Hi, I hope this helps. vte2.91 recently added an embedded code copy of simdutf so I worked on debian/copyright for vte2.91 and am sharing here.

debian/copyright is simplified a lot by just excluding the benchmark directory. You can do a new gbp import-orig --uscan once you add a debian/watch file to create an orig tarball without that directory.

You may want to add debian/* to this debian/copyright.
