Draft: Adopt DEP-14 branch naming and dual upstream git + tarbal import structure

This marked as a draft as it currently targets branch master but should actually target branch debian/latest. The repository Adopt DEP-14 branch naming and dual upstream git + tarbal import structure needs to have a DEP-14 rename before the debian/* contents can be updated like this. Also !3 (closed) needs to be merged before this one.
