d/control, d/patches: Update to merge 0.2.0

This follows a merge update to 0.2.0 in rust-team/debcargo-conf!952 (merged), which in turn is caused by ITP#1113986.

The code base needed minor adaption. The related patch is forwarded upstream, since they were also not yet on merge 0.2.0.
