Package already installs u-boot-tpl.bin for rock64 but does not install it for other rockchip boards which use TPL. This commit adds u-boot-tpl.bin to remaining rockchip boards.

Binary u-boot-tpl.bin is especially useful when installing u-boot to SPI NOR flash. More about that can be found in: doc/board/rockchip/rockchip.rst
