Don't build xdg-desktop-portal-tests for nocheck build profile

I don't know if we use this pattern anywhere else but it might be ok.

A better fix would be to update upstream's build system to still install installed tests even if running the tests is disabled.

This was noticed in Ubuntu where nocheck is currently set for riscv64.
