Add fallback from SO config var to EXT_SUFFIX in cmake/FindPythonLibsNew.cmake - the former is has been deprecated since Python 3.4.

Also updates a debian/copyright entry for that file (although I wasn't sure whether that's required - it's a build-related file).

This was intended to fix a FTBFS with Python3.11 reported in bug 1027025, but the package appears to have built successfully on Python3.11 since then, so this may not be required.
