Add a cmake and install headers to include

we need this cmake file for tensorflow to build against it with the flag: -Dfft2d_DIR=/usr/lib/aarch64-linux-gnu/cmake/fft2d

everything embeds fft2d so i had to write the cmake myself to make it work
