tag2upload code changes from 2019 wip branch

This is the code changes from wip.tag2upl-draft, split out with git-filter-branch and rebased onto master. Ie, it is the part of !17 (closed) that is not included in !18 (merged).

My local "test ever commit" script is still running. I will set this MR to merge iff it passes; otherwise I will debug it.

I have found a further branch from 2019, which I think must go on top of this one.
