R³ support (Debian#910559)

This branch adds support for R³ (Rules-Requires-Root) and thus closes https://bugs.debian.org/910559. This is the first commit in the branch. Beyond that, I added a documentation fix (replacing dh_clean -k with dh_clean), some code clean up and rewrite some code to optimize it a bit.
