Fix some issues reported by lintian

• Update lintian override info to new format: (mismatched-override)
• Trim trailing whitespace. (trailing-whitespace)
• Strip unusual field spacing from debian/control. (debian-control-has-unusual-field-spacing)
• Move source package lintian overrides to debian/source. (old-source-override-location)
• Set upstream metadata fields: Archive, Bug-Database, Bug-Submit, Contact, Name (from ./configure), Repository-Browse. (upstream-metadata-file-is-missing, upstream-metadata-missing-bug-tracking)
• Update standards version to 4.6.1, no changes needed. (out-of-date-standards-version)
• Update lintian override info format in d/r-cran-rjava.lintian-overrides on line 2-4, 10-46. (mismatched-override)
• Update standards version to 4.6.2, no changes needed. (out-of-date-standards-version)
