Install fc-cache in /usr/lib/$(DEB_HOST_MULTIARCH)/ in lib package

Keith Packard requested to merge keithp-fc-cache-multiarch into master

This allows multiple versions of fc-cache to be installed. A shell script is then run which loops over the installed fc-cache versions and runs all of them to update all of the caches.
