Add a build target for Raspberry Pi 4B nonfree
People who want to install FreedomBox on a Raspberry Pi 4B are currently recommended to install the nonfree firmware by themselves and then install the free arm64 image by following a wiki page.
Installing the nonfree firmware and then installing a free arm64 image leads to the same end result at runtime. Given the popularity and easy availability of Raspberry Pi 4B, it is worth providing a nonfree image that's as easy to install as the rest of the Raspberry Pi images.
Currently, the alternative is to install the freedombox package on an Raspbian installation, which isn't ideal.
