Update packages/modules manager

This updates module-manager so it will work again, and can enable/disable any of the Apps shown in Plinth (owncloud, pagekite, tor, xmpp).

I also renamed "Package Manager" -> "Customize" and updated the displayed info to better describe what it does currently.
