If a FreedomBox administrator misses changing the default well known password "deluge" for the web interface, they risk exposing their Deluge web server to the Internet. This is an additional security measure.

This merge request makes sure that Deluge's web interface is not publicly accessible.
The additional password for Deluge Web UI is still required. See #948 (closed)
