Minor improvements to ejabberd actions

James Valleroy requested to merge jvalleroy:ejabberd-handle-errors into master

Check if ejabberd is installed. If not, display installation instructions instead of the XMPP server configuration menu. When running ejabberd actions, check for errors and display them as messages in Plinth. Add xmpp action script. Currently it handles checking if ejabberd is installed and registering new user accounts.
