Add notification for read-only rootfs

rsquared requested to merge rsquared/freedombox:master into master

Addresses #2377 (closed).

I couldn't remount the container's rootfs so to test this, I changed the call to is_partition_read_only('/sys'), waited 10 seconds, and refreshed the browser. Then changed the call back to see the notification removed.
