Adapted sunils packaging and license fixes from #18 to bootstrap3 (there was just one conflict in base.html).

This pull request is ready to merge for me, setup.py clean works and I appreciate the cleaner footer. The only thing I didn't test was the packaging changes of setup.py regarding root.
