Partial fix for Chinese language issue

Note This doesn't completely fix the issue.

With this change applied, the config page shows "Simplified Chinese" in the language options. If I select that option, the page will be shown in Chinese, but next time I load a page it shows in English (even though the option is still set to Chinese). Any ideas on how to resolve this?
