Fix some issues reported by lintian

Remove unnecessary X-Python{,3}-Version field in debian/control.
Bump debhelper from old 11 to 12.
Set debhelper-compat version in Build-Depends.
Set upstream metadata fields: Repository, Repository-Browse.
