Periodic job for dep-wait unblock strategy, few WorkRequests

Split from #374 (closed) following design discussion

Periodic task, run e.g. hourly?/daily?.
For a small number of pending build retries, just re-run the builds from the updated sources.list. This will be less computationally expensive than running dose-debbuildcheck (cf. #463 (closed)).
