Periodic job for dep-wait unblock strategy, many WorkRequests

Split from #374 (closed) following design discussion

For a large number of pending build retries, invoke dose-buildcheck internal task #461 (closed), grouping them adequately by target sources.list and architecture (and possibly build profiles). Check the resulting report and re-run builds that are not present in the report anymore.

To upload designs, you'll need to enable LFS and have an admin enable hashed storage. More information
