MergeUploads task (#364)

This is an initial working version.

  • Relies on mergechanges which comes with devscripts (which itself installs lots of dependencies)
  • mergechanges requires that all input changes files use the same source+version package
  • no attempt to pre-check these preconditions from the Worker, just let mergechanges complain
