Debusine client: Download big artifacts better

Apply some heuristics to handle large artifact downloads more cleanly. Don't bother wrapping big files in a tarball, download them as individual files.

While we are here, responses supports streaming (now that we no longer support bullseye), so use it for artifact tests.
