Export suite collections even if they are not in an archive

Colin Watson requested to merge cjwatson/debusine:automatic-suite-export into devel

This is less cumbersome than the previous arrangement. In the unlikely event that it's undesirable, a suite can have exported: False set in its collection data to disable this behaviour.
