Implement Flexible Workflow Templates

• Renames Workflow Template task_data to static_parameters.
• Adds Workflow Template runtime_parameters.

When adding/editing workflow templates with the client, both of these parameters are within a single YAML document, for convenience.

Reviewable (and largely even mergeable) by commit.
