control-suite fixes useful for t-p-u

This merge request contains 2 fixes to control-suite that are useful when using it for setting testing-proposed-updates

It also contains a change to the testsuite to actually check the status of all suites and compare them to the expected state (instead of just adding them to the test output). This is done for the testsuite as it was, and updated for the changes to t-p-u.
