Add not-binnmuable to the non-fatal autoreject list

These tags are pretty much always RC bugs, as a binNMU will make some packages uninstallable. Let's add them to the autoreject list. I think they could be fatal, but I added them to the non-fatal list for now. If you don't object I'll be more than happy to make them fatal though, otherwise please merge this as a start.
