add support for caesar3 (Closes: #806989)

This works with julius and augustus engines.

This only supports the gog release, as this is all I have access to right now.

But there is a crippling issue, which is why this merge request is marked "draft": both engines write save games in the game data folder. This is of course not going to fly here.
