libc6: create merged-usr symlinks via preinst in multiarch packages too

Same logic as the libc6- biarch packages. libc6 multiarch packages install the loader into /lib, so removing them when it's the last package installing to the directory removes the symlink. Ensure it's always there. Can be removed when the libc6- snippet is removed.
