Drop dependency on ubuntu-mono

aleasto/adwaita-icon-theme:no-ubuntu-mono into debian/latest

Because index.theme does not specify Inherits=ubuntu-mono-{light,dark} or Inherits=LoginIcons, which are the icon themes provided by the ubuntu-mono package, depending on ubuntu-mono has no effect for adwaita-icon-theme.
