d/control.in: Remove unused libopenraw-dev build-dependency

The libopenraw-based loader was replaced by a libraw-based loader in 0.3.2 (2015).

I've confirmed using diffoscope that this doesn't affect any Architecture: all packages. libgegl-doc was a bit different between my two builds, but I think that's just non-reproducibility rather than a functional difference.
