Make test_timeout_multiplier unconditionally large
Some alpha and hppa buildds are now also qemu, but there is no point in tracking buildd speed to minimize test timeouts for other architectures:
It is good to have a test timeout that is much lower than the 150 minute buildd timeout, but marginally faster failure in the rare case of an actual hang is not worth the hassle.
