To test:

XDG_CURRENT_DESKTOP=ubuntu UNDER_JHBUILD=. {gnome-initial-setup path} --existing-user

One doesn't really need to install the system to verify the old vs new behavior. You can just grab the ISO and verify the old behavior with /usr/libexec/gnome-initial-setup as the path.

In telemetry page, clicking next should proceed immediately to next page, instead of blocking until the server responds.
