Add wrapper for provd

This patch adds a wrapper for provd/the new flutter ui. If it does exist (because the provd package is installed), it will call it passing as parameters the path for the original gnome-initial-setup and its parameters; if not, it will call the original gnome-initial-setup with its parameters, as usual.
