Allow deb packages to be uninstallable (LP:#1969303)
This PR cherry-picks a patch Robert developed to solve the critical launchpad issue in the title for the snap-store.
I have tested this by sbuild'ing the modified gnome-software package on jammy (amd64) and installing the built .deb files. Previously any deb package could not be uninstalled. After installing the .debs VLC could be both installed and uninstalled. I also uninstalled a ubuntu budgie seeded package such as document scanner successfully
