Draft: Add proposed patch to default to 24h for all locales except en_US

I'm going to leave https://gitlab.gnome.org/GNOME/gsettings-desktop-schemas/-/merge_requests/75 open for discussion for a bit, rather than rushing into applying this in Debian. I might revert 73e83eae instead as a temporary fix.
