Draft: Link some X11 libraries into the udeb statically

Simon McVittie requested to merge wip/d-i-static into debian/latest

This avoids needing their maintainer to add corresponding udebs before we can prototype a GTK3-based graphical installer.

Untested, and not really useful until we have a prototype GTK3 installer.
