Fix some issues reported by lintian
- Use secure URI in Homepage field. (homepage-field-uses-insecure-uri)
- Set upstream metadata fields: Bug-Submit (from ./configure), Name (from ./configure). (upstream-metadata-file-is-missing)
- Update standards version to 4.6.2, no changes needed. (out-of-date-standards-version)
- Avoid explicitly specifying -Wl,--as-needed linker flag. (debian-rules-uses-as-needed-linker-flag)
