Package libproxy 0.5

libproxy 0.5 is a complete rewrite. Yikes. But supposedly it is better written now. Fedora 39 already switched to it.

Autopkgtests detected some issues which I have reported upstream.

I still need to update debian/copyright and take a look at symbols (this package has not used symbols tracking).

Also, we could go through the NEW queue to enable gobject-introspection support and docs but that is not urgent.

I expect to upload this to experimental tomorrow.
