Opt into Salsa CI

This is currently failing because of autodep8-python3 . Currently, Debian is in the middle of the Python 3.13 transition where both Python 3.12 and 3.13 are supported. My guess is that this package ought to have special handling to build and work for multiple Python 3 versions. That will complicate our debian/rules. One of the most recent times I had to do this was for syndication-domination which is also a meson package.
