trixie: 48.4-1

@smcv Marco already pushed 49 alpha to debian/latest and I don't think we need to revert it but just use debian/trixie for 48.x work. So this is my 48.4-1 upload that I uploaded to experimental with an extra commit to update debian/gbp.conf.
