Revert "debian/patches: Properly handle configuration events on windows"

This reverts commit 8dd1e26d in order to fix a regression it caused LP: #1922034.

While the commit being reverted was originally required to fix LP: #1917939, that bug now has a different fix available in gnome-shell!48 (merged)
