New Repository: bild

This merge request adds configuration for the new repository bild.

What this MR does

  • Creates HCL configuration for the new repository
  • Sets up proper branch protection and webhooks
  • Configures repository settings according to Go Team standards

Workflow

The pipeline will automatically:

  • Validate the configuration
  • Plan the repository creation
  • Apply the changes (manual approval required)
  • Merge this MR upon successful completion

Next Steps

  1. Monitor the pipeline progress
  2. Review the planned changes in the pipeline output (should show minimal or no changes)
  3. Approve the apply deployment step when prompted
  4. Once merged, verify the repository was created at: https://salsa.debian.org/go-team/packages/bild
