web: Replace login page with enhanced public landing page

  • Remove separate login.html template and loginPageHandler
  • Add publicIndexHandler that serves index.html for unauthenticated users
  • Enhance index.html with informational content, login section, and resource links
  • Add CSS styling for info sections, login button, and resource links
  • Improve UX by showing Flight Deck information to visitors before login
