fix 404 URLs
add a CI step to check URLs in html generated files before deployment.

There is still a 404 (https://godoc.org/github.com/Debian/pkg-go-tools/cmd/pgt-gopath/ from https://go-team.pages.debian.net/ci.html) but I have no idea how to correct it.
