Misc packaging updates

Badrikesh Prusty requested to merge badrikesh/containerd:no-pristine-tar into debian/sid
  • Update Standards-Version to 4.7.0
  • Disable pristine-tar, instead upstream branch will be used Ex.: upstream tag upstream/1.7.20_ds2 will have the same content as pristine tarball
  • This will fix the build issue observed due to pristine-tar containerd_1.7.20~ds2.orig.tar.xz not found Maintaining pristine-tar branch will be no longer required
