Initial debian packaging

Reset debian/latest to upstream v0.7.0 and move packaging into debian-wip branch

This MR includes a new upstream version as there are several MUT components that were imported with gbp to ensure they were imported cleanly into debian/latest and pristine-tar. This meant that d/changelog and d/watch had to be there first.
