Update debian directory to work with cfssl 1.6.0

This CR updates the debian directory so so that one can successfully build the current 1.6.0 version of cfssl. the patches remove test which where failing either because they rely on network access, used outdated test data or are disabled/failing upstream. To build this PR i also needed to import the latests pristine tar[!3 (closed)] and update the upstream branch[!2 (closed)]

This is a first effort working in the debian ecosystem so apologise up front if there are some stupid mistakes
