Prepare 1.7.4~alpha+git20170814.67f268f2-2 release

Besides brushing up the packaging, this release is aiming to fix inaccurate uscan reports. Upstream unhappy choice for release names is confusing uscan, causing it to report that v1.7.4-pre comes after v1.7.4-alpha. That's not the case, as can be seen on git log.

I'm an Uploader for this package. Please, consider giving me privileges to push directly. I used to be part of the Salsa Go packaging Team but I removed myself so I lost permissions on this repo.
